NBFSA (Building Safety & Fire Enforcement) Regulations 2026 outline the duties of building owners, powers of inspection officers, and schedule of compounding penalties.

Key Regulatory Clauses

Clause 7: Duty of Occupiers & Building RWA

It shall be the joint and several responsibility of the developer, owner, and registered RWA to maintain all firefighting pumps, smoke exhaust systems, and emergency exits in fully operational condition 24 hours a day, 365 days a year.

Clause 12: Powers of Entry & Inspection

An authorized NBFSA Safety Inspector may, with or without prior notice, enter any commercial, hospital, educational, or high-rise residential premises to conduct physical inspections, load tests, or verification of fire pumps.

Clause 19: Schedule of Compounding Penalties

  • Operating without valid Fire NOC: ₹5,00,000 + ₹10,000 per day of continuing default.
  • Encroaching or locking fire escape staircase: Immediate Sealing + ₹2,00,000 fine.
  • Unauthorized structural column removal: Immediate Demolition Notice + Criminal Prosecution under Section 24.
